Dr Arturs Kucs is a human rights expert specialized in freedom of speech, media, and minority rights. Since 2006, he has been an associate professor and holds the Chair of the Department of International and European Law at the University of Latvia. Since 2017, he has been a justice of the Constitutional Court of Latvia. Arturs holds a doctoral degree from Aarhus University and the University of Latvia, and a master’s degree from the European Inter-University Centre for Human Rights and Democratisation. He was a visiting scholar at the Max Planck Institute for Comparative Public Law and International Law and at the University of Connecticut.
